Project Timeline

Task 1

Project Management + Administration

Kick-off meetings with the Community Advisory Committee and Technical Advisory Committee. Identification of public engagement opportunities and a Public Workshop to provide insight and information on the project.

Task 2

Community Engagement + Collaboration

Task 2 will occur throughout each of the remaining tasks as public engagement is critical to the success of this project. Engagement opportunities will vary from in-person meetings and pop-up events along the corridor to online interactive engagement and virtual stakeholder interviews.

Task 3

Analysis of Existing Conditions

Members of the consultant team will complete a thorough existing conditions and market analysis of the Lincoln Trail Corridor. Formal reports will be produced as part of this effort.

Task 4

Goals, Objectives, Measures + Strategies Statement

In order to build a plan for the future, we must identify project goals, objectives, and strategies that present metrics for success and steps to implement the recommendations.

Task 5

Plan Options Assessment

In this task, the consultant team will have prepared draft concepts and meet with staff, advisory committees and the public for feedback and direction on the plan.

Task 6

Detailed Plan

Once a defined concept plan has been established, a detailed plan and guidebook for moving forward will be created. Procedures for plan hand-off, implementation, and adoption will also occur.See less

What is a Great Streets Project?

East-West Gateway Council of Governments (EWG) launched the St. Louis Great Streets Initiative in early 2006 to expand the way communities think of their streets. Rather than viewing a roadway project as solely a way to move more cars and trucks faster, the goal of the St. Louis Great Streets Initiative is to trigger economic and social benefits by centering communities around interesting, lively and attractive streets that serve all modes of transportation. Since 2007, EWG has continued to provide scalable planning assistance in Missouri and Illinois across a diversity of places. – E-W Gateway Great Streets Initiative Site

What are the Great Streets Principles?
  • Great Streets are great places.
  • Great Streets integrate land use and transportation planning.
  • Great Streets accommodate all users and all modes.
  • Great Streets are economically vibrant.
  • Great Streets are environmentally responsible.
  • Great Streets rely on current thinking.
  • Great Streets are measurable.
  • Great Streets develop collaboratively.

What type of project deliverable can we expect?

The Lincoln Trail Great Streets Plan falls under East-West Gateway’s definition of a Detailed Plan- “Generating a detailed plan generally takes 8-10 months and consists of a multi-disciplinary team, multiple rounds of community engagement, and development of significant data and analysis. The deliverable is a detailed planning report with implementation measures, which will be owned and championed by the local community to be implemented over time.”
